How Victoria’s WorkCover scheme works for employers

Victoria’s WorkCover scheme is often described as if it works like a normal insurance market — get quotes, pick an insurer. It does not. This page sets out what actually happens: who WorkSafe Victoria is, what an agent is, and how registration actually proceeds.

WorkSafe Victoria’s role, and what an agent is

WorkSafe Victoria administers the state’s WorkCover scheme. It does not sell the policy directly to an employer; instead it appoints private organisations, called agents, to manage employers’ WorkCover insurance and injured workers’ claims in line with standards and procedures WorkSafe sets.

An employer’s day-to-day servicing runs through the agent, while the scheme itself, and the rules it operates under, remain WorkSafe’s.

Choosing and changing an agent

An employer selects a WorkSafe agent when first applying for, or renewing, WorkCover insurance. That selection is a real choice among the appointed agents, but it is a choice of administrator rather than of insurer, since the underlying cover is the scheme’s regardless of which agent is picked.

An agent can be changed later, but not at any moment a business decides — there is a defined cycle for doing it, and an employer who wants to switch needs to check the current process with WorkSafe rather than assuming it can happen whenever suits.

Registering for the first time

Registration is required once an employer meets the scheme’s own eligibility rules, which WorkSafe Victoria sets and updates rather than a fixed idea that always applies the same way. Because the rule sits with the scheme, checking current eligibility directly with WorkSafe before assuming a new business is or is not covered is the safer step, rather than inferring it from headcount alone.

Registration itself is completed either through WorkSafe Victoria’s online employer services portal, or on paper through the agent chosen for the policy. It opens the account that later carries the wage declarations behind the premium.

If work crosses state lines

A Victorian employer with a worker who also works interstate does not automatically need a second policy. Victoria applies a state of connection test, based mainly on where the worker usually performs the role, to work out which single scheme covers that worker.
