- Licence liability condition: No insurance condition on accreditation — and the detail here is one people get backwards. The Regulations DO mention insurance: regulation 27(3)(c) requires evidence of "sufficient financial capacity, or public risk insurance arrangements, to meet reasonable potential accident liabilities arising from the bus service". But read who that applies to: it is a requirement for operators seeking EXEMPTION FROM accreditation, not a condition imposed on accredited operators. The mandatory conditions of accreditation contain no insurance requirement at all. An accredited commercial bus operator in Victoria faces no insurance condition; a community group seeking exemption does. UNDERSTAND WHAT CTP IS AND IS NOT: compulsory third party insurance is a condition of REGISTERING A VEHICLE in every Australian jurisdiction, and it covers injury to people. It is not a licence condition, and it does not cover damage to other people's property. Treating CTP as "the insurance the licence requires" is the single most common mistake in this industry.
