Section 46 gives the Minister a power to direct master licensees about taking out insurance or adopting risk management plans, and section 52(2)(g) gives a power to make a regulation requiring master licensees to obtain stated insurance. Neither power has been exercised in the current Security Industry Regulation 2003, in which the words insurance and indemnity do not appear at all.
